H.K. University Provisional Powers

Committee

Payments have already been made to people to whom salaries and Provident Fund accumulations are due. I seek authority now (1) to move towards getting the sanctions Treasury Grant (£70,000) and loan (£30,000). I do not know the correct procedure.

(2) to instruct the

Bank to sell sufficient Provident Fund securities to meet claims now due after the amount in the Current Account is exhausted."

2.

Orders ought now to be placed for re-equipment for Medical and Civil Engineering laboratories. A sum of about £35,000 will be needed when delivery is made in August or sooner: but to get delivery at that time orders must be placed at once. The amount of money in the University's account even when the Treasury moneys have been added will not suffice. I have no doubt that the Bank would allow us to overdraw but when the Estimates are more precise, I should prefer to approach the Treasury for an additional Grant or for an interest-free loan. In the meantime do you approve my going ahead and spending money that we may hope to have?

(Sga) D.J. Sloss.
